Manchester court grants JP $400,000 bail on fraud-related charges

A Justice of the Peace has been granted bail in the sum of $400,000 after appearing in the Manchester Parish Court on Wednesday on fraud-related charges.

He is 64-year-old Dudley Powell of Glencoe, Spalding in Clarendon.

Powell, who is also a businessman, is charged with cheating the public revenue, using an official seal for fraudulent purposes, and misconduct in public office.

He appeared before Parish Court Judge Monique Harrison who granted bail following an application by attorney-at-law Odane Marston.

Powell was granted bail with one surety on condition that he report to the Spalding Police Station three times weekly, surrender his travel documents, and comply with a stop order at all ports of entry and exit.

The matter is scheduled to be mentioned again on July 1.

It is alleged that the investigation was launched after documents bearing Powell’s name and signature, purportedly indicating he was a medical doctor, were submitted on application forms at a depot.

Following the investigation, police reportedly carried out an operation on May 18, 2026, at the Mandeville Island Traffic Hub, where Powell was apprehended.

He was subsequently charged after a question-and-answer session with investigators.
