Telematics: How smart vehicle data can slash crashes, save lives, and insurance costs

The crash occurred around 7:45 a.m. on the North Coast Highway at Bogue Gate, Trelawny, when a Toyota Regius Hiace bus travelling toward St. Ann collided head-on with a 2010 Hino Dutro motor truck heading in the opposite direction. Seven people died, and others were seriously injured. Police said the bus drifted onto the wrong side of the road before striking the truck.
Dr Parris Lyew-Ayee Jr argues that the latest tragedy underscores the need for a national response to road safety like the coordinated efforts that contributed to reductions in homicides. Today’s ideas are part of that response. Dr Lyew-Ayee Jr is the chairman of the Scientific Research Council and the science adviser to the minister of science, energy, and technology.
Motor vehicle accidents remain one of Jamaica’s most persistent public-safety crises. Each year, hundreds of lives are lost, thousands are injured, and millions of dollars vanish into medical care, insurance claims, and lost productivity. The tragedy is not only human. It is economic, eroding resilience and draining resources that could otherwise fuel development. For decades, our response has been reactive: more patrols, more campaigns, more lamentation, and sporadic enforcement. Yet the technology now exists to move us from reaction to prevention. That technology is telematics.
Telematics — the fusion of telecommunications and informatics — allows vehicles to transmit real-time data on speed, braking, location, and crash events. In Europe, this is no longer futuristic. Since 2018, the European Union’s eCall system has been mandatory in all new cars, automatically alerting emergency services when a crash occurs. Germany and the Netherlands have gone further, building national traffic data warehouses that aggregate telematics from fleets and private vehicles. The result: faster emergency response, smarter infrastructure planning, and measurable reductions in accident costs.
The question for Jamaica is not whether telematics can work. It already does. The question is whether we will seize the opportunity to adapt it to our own context. A phased national strategy is both feasible and urgent.
Phase One: Public-Private Fleets
The most logical starting point is government-owned and selected private vehicles—JUTC and school buses, police cars, ambulances, disaster-response units, and selected private-sector vehicles. These fleets are large, visible, directly tied to public safety and representative of the vehicles on our roads. Installing telematics devices would allow authorities to monitor speed, braking, fuel use, and accident events. Aggregated data could identify high-risk routes, such as the Mandela Highway, the Bog Walk Gorge, or the North Coast Highway, where accidents are frequent and often fatal.
Dashcam integration would add another layer of accountability, reduce fraudulent claims and protect both drivers and the public purse. In the United States, police departments that adopted telematics reported a 57 per cent reduction in preventable accidents and significant savings in insurance costs. Jamaica could expect similar benefits.
Phase Two: National Data Layer
Once these fleets are equipped, the next step is to build a centralised traffic data warehouse, modelled on the Netherlands’ National Data Warehouse for Traffic Information (NDW). This platform aggregates “floating car data” from telematics devices, GPS systems, and road sensors, creating a comprehensive picture of national traffic flows.
For Jamaica, such a system would allow policymakers to identify accident hotspots, congestion patterns, and risky driving behaviours with unprecedented precision. Imagine being able to say, with data, that a particular stretch of road accounts for 15 per cent of national accidents or that speeding spikes at certain hours in specific corridors. That is the kind of evidence-based policymaking telematics makes possible.
Phase Three: Emergency Response
The third phase would introduce an eCall-style system for new vehicles, ensuring that crash data reaches emergency services instantly. In Europe, this has cut response times by up to 50 per cent in rural areas and 40 per cent in urban centres. For Jamaica, where golden minutes often decide survival, the impact could be transformative.
Telecoms would play a critical role, ensuring reliable crash data transmission. Insurers, too, would benefit as telematics evidence reduces disputes and accelerates claims processing. In the United States, insurers report 27 per cent fewer contested claims when telematics data is available. For Jamaican consumers, this could mean faster settlements and lower premiums.
Phase Four: National Rollout
The final phase would expand telematics adoption across private fleets and consumer vehicles. Incentives could include tax breaks for transport operators and insurance discounts for individuals who install telematics devices. Over time, aggregated national data could inform speed limit adjustments, road design, enforcement priorities, and even hurricane evacuation planning.
Consider the potential during a major storm. Telematics could track evacuation traffic in real time, allowing ODPEM to redirect flows, prevent bottlenecks, and save lives. In a country as hurricane-prone as Jamaica, this is not a luxury. It is resilience.
I nternational Case Studies
Germany’s national traffic data platform integrates telematics with road sensors, enabling real-time congestion detection and smarter infrastructure investment. The Netherlands’ NDW aggregates data from multiple sources, providing policymakers with a unified view of national traffic. In the United States, school districts and police departments have used telematics to reduce accidents, cut fuel costs, and improve claims management. Even Vietnam is exploring national automotive data layers, inspired by European models.
These examples prove that telematics is not just about gadgets in cars. It is about policy intelligence — using data to save lives, reduce costs, and modernise governance.
Challenges and Considerations
Of course, challenges exist. Privacy must be protected under Jamaica’s Data Protection Act. Data must be anonymised to prevent misuse. Costs must be managed through public-private partnerships, with insurers and telecoms sharing the burden. Governance must be transparent with the Financial Services Commission, the Insurance Association of Jamaica, and Transport Authority jointly setting standards.
Cybersecurity is another concern. National data layers must be safeguarded against hacking and misuse. But these challenges are not insurmountable. They are manageable with proper planning and oversight.
The Call to Action
Telematics offers Jamaica a chance to leapfrog into a new era of road safety and policy reform. It is not about copying Europe or the United States. It is about adapting proven models to our own realities. Start with public fleets. Build a national data layer. Introduce emergency crash reporting. Expand to private vehicles. Each phase builds on the last, creating a system that is both scalable and sustainable.
The benefits are clear: fewer accidents, faster emergency response, lower insurance costs, smarter infrastructure investment, and stronger disaster resilience. The costs of inaction are equally clear: continued loss of life, rising claims, wasted resources, and missed opportunities.
If Europe can do it, so can Jamaica. The question is not whether we can afford to adopt telematics. The question is whether we can afford not to.
